Introduction

The International Foundation Program was officially established on August 1, 2025, with Associate Professor Eric Kin-Lap Lee serving as its inaugural Dean. Related international program initiatives had been launched since 2024, with the first cohort of students admitted to the International Industry-Academia Collaboration Program in the Spring 2024 semester. The program was administered by the Department of Hospitality Management and primarily recruited students from Vietnam. This pioneering initiative marked the beginning of the University’s mission to cultivate cross-cultural talent and promote international exchange.

In August 2026, the Program was reorganized as the Office of International Affairs, with the Dean of International Affairs overseeing matters related to international student education and advising, Chinese language education, international cooperation, and international exchange, and continuing to advance the University’s internationalization.

Organizational Structure
As a first-level administrative unit of the University, the Office of International Affairs comprises four units::

  • International Foundation Program
  • Chinese Language Center
  • International Cooperation Division
  • International Student Advising Division

Each unit has clearly defined responsibilities, covering international foundation education, Chinese language instruction, international cooperation, and international student advising, respectively. Together, they form a comprehensive support system for the University’s internationalization efforts.

Educational Philosophy and Service Mission
he Office of International Affairs is committed to advancing campus internationalization and international exchange. In addition to providing comprehensive academic guidance and student support for students from overseas, Hong Kong, Macao, and other regions, the Office actively develops international academic partnerships, overseas exchange opportunities, and cross-border collaborations. Through these efforts, the Office seeks to create a diverse, welcoming, and supportive learning environment, helping international students adapt successfully to campus life while fostering meaningful intercultural interaction and understanding.

Promoting International Exchange and Cooperation
The Office of International Affairs actively develops partnerships with universities and academic institutions overseas, promoting sister-school exchanges, cooperation agreements, faculty and student exchanges, and international academic activities. The Office also supports academic departments in developing international partnerships and collaboration opportunities. Through diverse international exchange initiatives, students and faculty are provided with opportunities to engage with different cultures and academic environments, further advancing the University’s internationalization.

Building a Bilingual Campus Environment
To strengthen the international atmosphere on campus, the University actively promotes a bilingual learning environment. Currently, bilingual Chinese-English signage has been installed in most teaching buildings to help international students navigate the campus with ease. The University continues to foster a welcoming and diverse bilingual campus environment.

Expanding English-Medium Instruction
The University continues to promote bilingual education and English-Medium Instruction (EMI), while actively enhancing faculty capacity for teaching in English and encouraging faculty members to participate in relevant professional development programs. Academic departments review and adjust EMI courses on a rolling basis according to each semester’s teaching plans, providing students with opportunities to acquire professional knowledge in English while strengthening their English communication and professional presentation skills and fostering a more diverse international learning environment.

Supporting Chinese Language Learning
The University recognizes the importance of Chinese language proficiency to international students’ academic learning and daily life adaptation. Through the Chinese Language Center, the University provides systematic Chinese language courses, cultural learning opportunities, and language support to help international students develop their Chinese communication skills and deepen their understanding of Taiwan and Chinese culture. The University also provides professional development for qualified Chinese language instructors and regularly organizes Chinese language teaching seminars and related activities, encouraging faculty and students to participate in the learning and exchange of Chinese language and culture.

The Office of International Affairs will continue to integrate resources for international student education and advising, Chinese language learning, international cooperation, and campus internationalization. Through promoting international exchange, strengthening bilingual education, and fostering a diverse, welcoming, and inclusive campus environment, we aspire to help every student find a sense of belonging at Tajen University, broaden their international perspectives, and thrive throughout their academic and personal journeys.
